The Schools and Libraries Program

The Telecommunications Act of 1996 contained a provision that set up federal funding to assist educational groups obtain Internet access. Sometimes referred to as E-rate or the Schools and Libraries program, it is technically known as the Schools and Libraries Universal Service Discount Mechanism. As indicated by the name, it is a discount program and not a blanket grant. The E-rate program will pay anywhere from 20% to 90% of the cost of goods and services defined by the FCC as being educationally related. The overall goal of the program is twofold. First, it aims to connect K-12 students with the Internet in an educational setting. Its second goal is to promote competition between the service providers involved. This program is currently funded with $2.25 billion annually and will continue until Congress decides it should end.


Benefiting from the E-rate Program

A common question is: Who benefits from this E-rate training program? Obviously, schools and libraries are able to tremendously increase their buying power through the E-rate program. By adhering to the regulatory requirements and keeping up with the necessary paperwork, thousands of dollars can be added to existing technology budgets. Vendors can also benefit from the Schools and Libraries program. After all, is they are willing to participate by submitting the paperwork required from them, their clients in the education industry can substantially increase the amount they have to spend each year.
