The USAC Schools and Libraries Committee held their Quarterly board meeting on January 28, 2013.  The members of the Committee reminded E-rate stakeholders that the FY 2013 Form 471 is now open, the last date to file a Form 471 is March 14, 2013, and the last date post a Form 470 for FY2013 is February 14, 2013.

As of January 31, 2013, 3,035 applicants that have filed FY 2013 Forms 471.  Only 197 of those applications are for Priority Two projects.  The Committee noted that most applicants wait until the last few days of the filing window before they post applications to the SLD website.

Other items of note:

The Committee approved a 2nd quarter budget of $13.6 million, and the 2013 USAC Schools and Libraries 2013 budget was approved at $51.6 million.  This was $2.2 million less than last year, primarily because the SAIC IT outsourcing contract has expired.

The Board approved six USAC Internal Audit Division Schools and Libraries Support Mechanism Beneficiary Audit Reports.  In one of the audits, USAC deemed the applicant not compliant and is seeking full recovery of funds due to the applicant’s failure to follow state procurement regulations tied to the vendor evaluation criteria used.

The Board approved the 2nd quarter 2013 Schools and Libraries Support Mechanism Demand Projection for the January 31st, 2013 FCC filing.
