2008 Tech & Learning Award of Excellence

Tech & Learning Magazine has awarded Funds For Learning their 2008 Tech & Learning Award of Excellence for E-rate Manager for Applicants. E-rate Manager for Applicants is our suite of online tools that enables schools, districts, libraries, and consortia to complete the entire E-rate application process online.  E-rate Manager for Applicants is one of only 35 products honored in this year's competition.

2004 EdNET Pioneer Award

The Heller Reports, a QED company and leading provider of education market news and events, recognized Funds For Learning for its significant contributions to the advancement of the education technology industry by awarding FFL the 2004 EdNET Pioneer Award. 

2003 SLD Task Force on the Prevention of Waste, Fraud and Abuse
In 2003 the Schools and Libraries Division created the Task Force on the Prevention of Waste, Fraud and Abuse in which Funds For Learning was asked to be a participant.  The members of this task force represented a wide array of E-rate stakeholders.  The goal of the task force was to identify "areas of improvement" and to recommend specific actions to combat waste, fraud and abuse by both service providers and applicants.

HELP Team

Following the massive devastation brought to the Gulf Coast by Hurricanes Katrina and Rita, Funds For Learning was invited to join a consortium of business, associations and non-profit entities brought together by the Intel Corporation.  The Hurricane Education Leadership Program (HELP) Team, is focused on rebuilding or renewing learning environments for the 21st Century by providing support, strategic guidance and vision for K-12 schools, school systems, educators and education leaders (including elected officials) impacted by recent hurricanes on the Gulf Coast.  The Funds For Learning Chief Executive Officer, John Harrington, serves as Chair of the Funding & Advocacy Committee and the Funds For Learning staff developed and maintains the HELP team web site. 

Consortium for School Networking (CoSN)
Funds For Leaning has been a member of CoSN for several years and has provided leadership and E-rate training to its membership.  CoSN is the country's premier voice in education technology leadership with a mission to serve as the national organization for K-12 technology leaders who use technology strategically to ultimately improve teaching and learning. CoSN provides products and services to support and nurture leadership development, advocacy, coalition building, and awareness of emerging technologies.

Funds For Learning is proud to be a CoSN Friend of Advocacy to support CoSN's efforts to represent CoSN's interests in Washington, D.C.

Congressional Internet Caucus Advisory Committee
Funds For Learning joined the Congressional Internet Caucus Advisory Committee in 2007 in order to advocate for positive legislative outcomes for E-rate stakeholders and educate policymakers on the real life implications of their decisions.  The Congressional Internet Caucus Advisory Committee is a diverse group of public interest, non profit and industry groups working to educate the Congress and the public about important Internet-related policy issues.  

 
Code of Conduct

Although there are no Federal Communications Commission regulations or Schools and Libraries Division policies regarding Universal Service Funding (USF) consulting practices, Funds For Learning (FFL) has an established Code of Conduct that it follows.  This Code of Conduct is designed to guard our clients from any conflict of interest and to reduce the likelihood of any appearance of impropriety.  These restrictions go above and beyond what is required under federal law.  We self-impose these restrictions on our services to underscore that our obligation is solely to assist our clients understand and effectively utilize the USF program and to comply with all of its rules.  Thus, in regards to:

Technology Plans

  • FFL will advise clients concerning USF technology plan criteria.
  • FFL will not prepare or evaluate specific technology plans.

Requests for Proposal

  • FFL will advise clients concerning procurement policies and procedures related to USF participation.
  • FFL will assist in the development and/or understanding of RFP requirements related to USF participation.
  • FFL will not encourage or recommend the use of specific technologies or services for an applicant.
  • FFL will not assist any entity in the preparation or submission of a proposal for USF eligible services.

Competitive Bidding

  • FFL will advise a client on the possible application of USF regulations to the choices of particular technology solutions or contracting issues.
  • FFL will provide a client with publicly-available information concerning another entity's USF participation.
  • FFL will not provide specific criteria for the evaluation of proposals, serve on an evaluation committee, receive and/or score proposals, or otherwise aid in the awarding of contracts.

Professional Fees

  • FFL's fees are based on our professional judgment related to a client's specific need and our capability to address that need in a timely and professional manner.
  • FFL's services are offered to applicant clients on either a flat-fee or a contingency basis.  If requesting a contingency-based fee, an applicant's fee will be based on the actual disbursement of USF discounts.
  • FFL's services are offered to non-applicant clients only on a predetermined, flat-fee basis. This fee is based solely on the level of service provided by FFL and does not vary, regardless of performance.
