Funds For Learning has calculated the average E-rate funding request per student by state for Funding Year 2007.  Nationally, $28 dollars were requested per student in the Priority One service categories of Telecommunications Services and Internet Access.  For Priority Two services including Internal Connections and Basic Maintenance, the requested amount per student jumped to $39.
