USAC’s Schools and Libraries Division hosts monthly service provider conference calls, providing information and guidance for vendors participating in the E-rate program. Highlights from April 2, 2014 service provider call include:

Update on May 2014 Service Provider Training: The SLD will hold two service provider trainings in May 2014:

  • Thursday, May 8, 2014, Tampa, FL – This training is sold out, in order to get on the waiting list, email usactraining@usac.org
  • Thursday, May 13, 2014, Los Angeles, CA

Update on FY2014 Application Reviews: The SLD has already starting reviewing the FY 2014 Form 471s and it is important to be responsive to PIA requests.  It is also not too late to submit the Item 21 or certifications.

Invoicing Update: Payments for the month of March totaled $172.9 million against $232.6 million in requests.  USAC processed invoices for 11455 service providers and 96% of the invoices were processed within 30 days.

Top five reasons for invoice rejection in March:

  • Duplicate Invoice

  • Total Commitment Paid

  • Billing Outside Funding Year

  • Billing Before Services Were Delivered

  • No Form 486 Filed

Invoice reminder: The extension of invoicing deadlines for thousands of FY2013 funding commitments was an error in the SLD system, not an actual approved change. As previously reported, the SLD’s system was showing a payment paperwork deadline of October 28, 2015, for 98,352 funding requests. The correct deadline is one year earlier, in 2014. The SLD data error has been corrected.

Q&A

The SLD confirmed that all FY 2013 priority two requests will be denied because lack of funding for that particular funding year.
