Overall demand for Category Two services declined from Funding Year 2015, with 4% fewer entities requesting C2 discounts (by count) and almost 17% by pre-discount amount.  However, Category Two participation in FY2015 and FY2016 was significantly higher than it had been in the 13 years prior:
