Beginning with Funding Year 2015, the FCC has set a pre-discount budget amount for Category Two funding requests at each school or library site. These budgets will cap the maximum Category Two funding that a site can receive, for a period of five funding years. The five year period will begin with the first funding year for which a site receives a Category Two funding commitment.

Category Two budgets for schools will be calculated at $150 per student, before E-rate discounts. Library sites will calculate their budgets based on the square footage of the public library buildings. Rural libraries can receive a Category Two budget of $2.30 per square foot, and large urban libraries (with Institute of Museum and Library Services (IMLS) locale codes of 11, 12 or 21) are to be calculated at $5.00 per square foot.

Examples:

  • 1,000 student school site:
    $150 per student x 1,000 students = Pre-discount budget of $150,000
  • 10,000 square foot large urban library site:
    $5.00 per square foot x 10,000 square feet = Pre-discount budget of $50,000
  • 10,000 square foot rural library site:
    $2.30 per square foot x 10,000 square feet = Pre-discount budget of $23,000

School and library sites will have a minimum Category Two budget of $9,200 (pre-discount), regardless of their enrollment or square footage.
