USAC Files Updated Administrative Procedures

On October 31, 2013, the Universal Service Administrative Company submitted its Administrative Procedures to the Federal Communications Commission. The FCC’s Fifth Report and Order requires USAC “to submit to the Commission [. . .] a list summarizing all current USAC administrative procedures identifying, where appropriate, the specific rule(s) or statutory requirements that such procedures further, and those procedures that serve to protect the Universal Service Fund (USF) against waste, fraud and abuse.”

There were no major changes or additions to the Procedures.  One minor change was made to the standard of review for appeals.  In prior years, USAC would correct errors made during the Program Integrity Assurance (PIA) process.  The changes to the current procedures include a clarification that USAC can also correct errors made during PIA or a post-commitment review of the application.
