FCC Releases Draft Eligible Services List

On June 3, 2016, the Federal Communications Commission (FCC) released the draft Eligible Services List (ESL) for Funding Year 2017. Comments to the draft ESL are due July 5, 2016, with reply comments due July 20.

While the draft ESL includes no major changes to product and service eligibility, there are a number of proposed clarifications and revisions to existing eligible services, including:

  • Listing “Leased Dark Fiber” separately from “Leased Lit Fiber”
  • Deleting “special construction” from the footnote indicating that applicants must seek bids for leased lit fiber when bidding dark fiber service
  • Including an explanation which “distinguishes between connections among multiple buildings of a school that are located on a single campus and connections between multiple buildings of a single school that are located on separate campuses.”
