As discussion continues around the FCC’s competitive bidding portal for Funding Year 2028, many E-rate applicants are wondering whether anything will change for Funding Year 2027.
The short answer is no.
If you’re planning for Funding Year 2027, you can take a deep breath. The competitive bidding process is expected to work the same way it does today.
What This Means for Your FY2027 Planning
That is important news for schools and libraries that are already thinking about internet contract renewals, network upgrades, cybersecurity projects, equipment replacements, and other technology needs. If those conversations are happening in your organization, there’s no need to pause your plans while waiting for more information about the upcoming portal.
For FY2027, you’ll continue using the same competitive bidding process you’ve followed in recent years, same rules, same timelines, same overall approach. You can move forward with your planning and procurement activities just as you normally would.
That familiarity may become welcome news for many E-rate stakeholders. Over the years, the program has seen its share of changes, and hearing about another significant update naturally raises questions. Fortunately, those questions are largely about the future, not the upcoming funding year.
If you already know you’re pursuing a major connectivity project, network refresh, or contract renewal, there’s real value in planning ahead. FY2027 gives you a competitive bidding process that’s already familiar to you, your consultants, and your service providers. That familiarity can make planning easier and help your organization stay focused on its technology goals.
Of course, many applicants are curious about what comes next.
What’s Planned for FY2028
The FCC has adopted rules that would create a competitive bidding portal for Funding Year 2028. Under those rules, service providers would submit bids through a USAC-managed portal, and applicants would upload documentation showing how they selected a vendor. The goal is to bring greater transparency to the competitive bidding process.
The Details Are Still Being Worked Out
Recent industry presentations indicate that additional guidance, training, and outreach are expected before the portal becomes available. Current materials also note that certain portal-related requirements remain subject to additional federal approval before they can take effect. FY2028 remains the target implementation year.
None of this means you should be concerned about the future of the program. The E-rate community has adapted to major changes before, and there’s every reason to believe it’ll adapt to this one too.
What to Do Now
