The Universal Service Administrative Company (USAC) reported to the Federal Communications Commission (FCC) that they estimate that $4.3 billion has been requested for the 2008 funding year which is approximately $620 million increase from the previous year. The $4.3 billion would be the most requested since 2003. |

On Tuesday, the SLD released the 39th wave of funding decisions for E-rate Funding Year 2007. In this wave, 40 E-rate applicants in 20 states were notified about the status of their applications. This wave included $15.5 Million in commitments and $1.8 Million in reductions or rejections of funding requests. |

Last week the FCC sided with Send Technologies and eight of their customers in Louisiana who were denied E-rate funds from FY 2002-2004 because of a perceived competitive bidding violation. These appeals are involving approximately $1.4 million. The order also addressed a ninth applicant, Jackson Parish School District, in which the FCC denied the district's request for review. |

The SLD just announced $18 Million in E-rate funding commitments for applicants in Funding Year 2007. According to the latest E-rate Funding Decisions Report issued by Funds For Learning, 96 applicants and 216 service providers were included in decisions in the 38th wave issued for the funding year. |

On February 6, 2008, the SLD released a wave featuring $2.3 Million in approved requests for Funding Year 2006. This wave also includes almost the same amount in reductions and rejections. The largest approvals in this wave, totaling $1.93 Million, were for requests made by American Samoa SEA for the Telecommunications Services and Basic Maintenance categories. |

The SLD released two funding waves on Monday, February 11, 2008 totaling $3.5 Million in commitments. The Funding Year 2005 wave covered a dozen applicants from American Samoa, New Jersey, New York, Texas, and Wisconsin. Applicants in these states were awarded $2.1 Million. In this wave, labeled 66M, also included over $900,000 in reductions or rejections of funding requests. |

The Schools and Libraries Division approved over $22 Million in Funding Year 2007 discounts on February 7. This brings the total amount committed for FY 2007 to $1.93 Billion. In this wave, 737 funding requests were approved and 93 were rejected. The amount rejected in this wave was $6.5 Million. |

This week the President submitted his FY 2009 budget requests to Congress outlining his federal spending priorities. Funds For Learning analyzed the budget in terms of E-rate impact. This coming year, the Federal Communications Commission (FCC) is seeking Congressional authority to take out an additional $25 million from the Universal Service Fund (USF) to conduct even more rigorous oversight, conduct more investigations, to hire more auditors and purchase tools that could be used to assist them in their efforts. |

The Universal Service Administrative Company (USAC) reported to the Federal Communications Commission (FCC) that approximately $450 million is now available from Funding Years FY 2002-2004 for future use. On June 11, 2007 the FCC rolled over $650 million from previous years to increase the overall pot for FY 2007. Based on the FCC's 3rd Report and Order carry over dollars will increase the overall funds available for disbursement. Every quarter USAC is required to revise their estimates of the unused funds. |

Over 80 applicants are being notified of E-rate funding commitment decisions in the latest wave of Funding Year 2007 decisions released by the SLD. Wave number 36, which was released on January 29, 2008, contained $10 Million in approved commitments. Of this approved amount, over 60% was for the Internal Connections category. |
