The USAC Schools and Libraries Committee held a non-quarterly Board meeting on November 28th and recommended that the priority two E-rate requests with a discount rate at or below 80% be denied because USAC will not have the dollars to support those E-rate requests. |

This week the SLD released two E-rate Funding Year funding waves totaling nearly $16 million. To date, the SLD has committed $1.75 billion in E-rate funds and has $1.57 billion pending in FY 2007 requests. |

The American Library Association (ALA) recently met with FCC officials to discuss public libraries need for greater broadband. ALA research shows that a little over half of public libraries report that they have filed an individual application and believe the E-rate application process is a major hurdle in public libraries filing for E-rate support to help with their connectivity needs. |

The SLD released wave 28 for FY 2007 committing $40.3 million in E-rate funding, notifying 331 applicants and 390 service providers about the status of their FY 2007 applications. The SLD has committed $1.7 billion and has $1.78 billion pending in E-rate Funding Year 2007 requests. |

The Universal Service Administrative Company (USAC) reported to the Federal Communications Commission (FCC) that approximately $300 million is now available from Funding Years FY 2002-2004 for future use. Based on the FCC's 3rd Report and Order carry over dollars will increase the overall funds available for disbursement. Every quarter USAC is required to revise their estimates of the unused funds. |

USAC has submitted detailed information about the procedures in place to administer the E-rate program. In the FCC's Fifth Schools and Libraries Report and Order, USAC was directed to submit to the Commission all USAC administrative procedures that they use to make E-rate funding decisions that are not explicitly stated in FCC rules. The USAC procedures also highlight specific statutory requirements that the procedures further as well as outline how they protect against waste, fraud, and abuse. |

The FCC has granted 13 appeals of decisions made by USAC denying E-rate applicants funding on the grounds that their funding requests were canceled unintentionally or erroneously. The affected applications were remanded to USAC for further consideration with instructions for USAC to complete their review and issue funding commitment decisions on these E-rate requests within 90 days. |

The SLD today officially announced the opening and closing dates of the E-rate Funding Year 2008 Form 471 filing window. The filing window will open at noon Eastern Time on Wednesday, November 7, 2007 and close at 11:59 p.m. Eastern Time on Thursday, February 7, 2008. |

At its quarterly board meeting held at USAC headquarters in Washington, DC, USAC today approved the opening and closing dates of the E-rate Form 471 application filing window for Funding Year 2008. USAC, or the Universal Service Administrative Company, is the organization charged with administering policy for the E-rate program established by the Federal Communications Commission. |

Today the Federal Communications Commission authorized USAC to open the E-rate Funding Year 2008 Form 471 Application filing window to open on November 7,2007. This move allows USAC to begin accepting funding requests for the 2008 E-rate Funding Year on that date. |
