Cybersecurity Pilot: What You Need to Know (and Do) Right Now

If you’re knee-deep in the FCC’s Cybersecurity Pilot Program and wondering what exactly to focus on next, you’re not alone. With little precedent to lean on and a whole lot of moving parts, it can feel like you’re building the plane while flying it. But don’t worry, you’ve got this, and we’re here to help keep things simple and focused.

Here’s a quick rundown of what you need to prioritize right now to stay on track and set yourself up for success:

🚨 Deadlines You Can’t Miss:

Mark your calendar, these are the non-negotiables:

  • FCC Form 470Due 08/18/2025
  • FCC Form 471Due 09/15/2025
  • FCC Form 484 (Part 2)Also due 09/15/2025

These dates are coming fast, and missing one can throw off your whole project. Now’s the time to double-check where you’re at and what still needs to be submitted.

📅 Service Period Details:

The earliest date you can start receiving service under the pilot is March 18, 2025—that’s the first day of the 471 filing window. The service period runs for three years starting from the date of your first FCDL (Funding Commitment Decision Letter).

That means planning ahead is critical. Think long-term, and work backward from those key dates to make sure nothing slips through the cracks.

💸 Invoicing: Choose Your Path

Have you decided which reimbursement method works best for you?

  • SPI (Service Provider Invoice): You pay the discounted invoice, and the service provider invoices USAC for the rest.
  • BEAR (Billed Entity Applicant Reimbursement): You pay the full invoice, then invoice USAC for the discounted portion.

Whichever option you choose, make sure you’re keeping records and working with vendors who are clear on their responsibilities. Clean paperwork now saves big headaches later.

📊 Tracking & Reporting: Stay Informed

USAC recently updated their Cybersecurity FAQ page, and more updates are expected. Keeping an eye on this page could save you from missing new requirements or guidance.

Don’t assume things are set in stone, this pilot is still evolving. Checking in regularly will keep you from being caught off guard.

Final Thoughts: The Withdrawal Window Has Closed—Now It’s About Execution

The deadline for applicants to withdraw from the pilot program without consequences has passed. That means participation is locked in, and the focus now shifts to staying on top of deadlines, planning ahead, and following through.

This pilot may come with some uncertainty, but it’s also a chance to contribute to how cybersecurity support could evolve for schools and libraries. The more prepared and engaged you are, the more likely you are to see real benefits from the program.

Keep it practical, stay informed, and make sure you’re putting yourself in the best position to move forward successfully.
