FCC Seeks Nominations to Fill Vacant USAC Board of Directors Position

On September 29, 2025, the Federal Communications Commission (FCC) announced it is seeking nominations to fill a vacancy on the Universal Service Administrative Company (USAC) Board of Directors. The open position represents state telecommunications regulators and was previously held by Sarah Freeman, Commissioner of the Indiana Utility Regulatory Commission, who stepped down on September 24, 2025. The term for this position will run until December 31, 2027.

The FCC’s Wireline Competition Bureau emphasized the importance of appointing board members with expertise in areas such as accounting, finance, auditing, procurement, data management, and information technology. These skills are seen as critical to the effective management and oversight of USAC, which administers federal universal service programs.

If state telecommunications regulators are unable to reach consensus on a nominee, or fail to submit a nomination, the FCC Chairman will select a representative from the group, as outlined in FCC rules. Nominations due by: November 28, 2025.
