FCC Form 500 Updated: What E-rate Applicants Need to Know

The FCC has received approval from the Office of Management and Budget (OMB) to update FCC Form 500 (Funding Commitment Adjustment Request Form). While the changes are considered non-substantive, they introduce important improvements that applicants should understand. 

What Changed 

1. Invoicing Method Changes Now Available in Form 500 

Applicants can now request a change in invoicing method directly within Form 500. 

This allows applicants to switch between: 

  • BEAR (FCC Form 472) – reimbursement to the applicant
  • SPI (FCC Form 474) – reimbursement to the service provider

This option is now clearly built into the form workflow, with additional prompts and required fields in EPC when selected. 

Why it matters: 

This simplifies and standardizes a process that previously lacked a clear, consistent path. 

2. Equipment Transfer Notification Removed 

Form 500 no longer includes the option to notify USAC of equipment transfers. 

This aligns with prior FCC rule changes eliminating that requirement. 

Important: 

While notification is no longer required, applicants must still maintain documentation to demonstrate compliant use of equipment. 

What Stayed the Same 

  • No changes to overall compliance requirements
  • No increase in filing burden
  • Core Form 500 functions remain unchanged 
  • OMB approval extends through January 31, 2029

What Applicants Should Do 

  • Update internal processes to reflect invoicing method changes in Form 500
  • Remove outdated procedures related to equipment transfer notifications
  • Ensure documentation practices remain strong for audit purposes 

Bottom Line 

These updates improve usability and align Form 500 with current E-Rate rules—particularly around invoicing flexibility and reduced administrative steps. 

While not major policy changes, they are important operational updates that applicants should incorporate into their workflows.
