In May 2025, Funds For Learning conducted its 15th annual E-rate applicant survey, designed to gather feedback and insight from the schools and libraries who participate in the program. It is our hope that this information will serve as a catalyst for discussion, new ideas, and ultimately, further improvements to this vital program.

The purpose of this analysis is to provide stakeholders with a comprehensive understanding of the E-rate program. The data and information provided are derived from publicly available funding request data as well as a nationwide survey of applicants conducted in the summer of 2025. All information is current as of September 1, 2025.
E-rate is Essential and Reliable
Nearly all respondents view E-rate as mission-critical. 97.6% say funding is vital to their mission. An overwhelming majority report they can rely on it year after year, crediting it with providing faster internet and improving overall connectivity..
Cost-Effectiveness Remain Strong
Applicants consistently affirm the program’s financial value, with 96.2% agreeing it is affordable. This stability underscores that E-rate continues to deliver strong returns on investment.
Needs: Security, Redundancy, and Equity
Modern deployments demand broader support. Respondents suggest expanding E-rate eligible services to include electronic security/management, and maintenance.
