Dallas Independent School District Wins FCC Appeal

The FCC overturned another USAC decision this week as they continue to issue applicant friendly decisions. In this case the Dallas ISD was denied funds in 2004 because USAC believed that the school district did not have a legally binding agreement in place when the Form 471 was filed.

The FCC found that the school district had valid Form 470 that contained a provision for voluntary extensions which the Board approved, followed Texas procurement law as well as district policy and thus did not need another new signed agreement. The FCC remanded the application to USAC for further processing.
