On December 17th the SLD released a FY 2005 funding wave committing $775,782.  This wave affected eight applicants and three service providers.  The SLD has committed over $2.1 billion in FY 2005 and still has $188 million pending. The last FY 2005 funding wave was released on July 28, 2008. Based on information provided in the October 2008 USAC Quarterly Report to the FCC; the SLD has approximately 75 "potentially fundable" FY 2005 applications remaining.

Three applicants in this wave were denied due the result of a cost effectiveness review.  In FY 2005, applicants lost over $5.6 million due to this rule violation. According to a Funds For Learning analysis, since 2006 applicants were denied over $21 million due to this regulation. During application review, the SLD will often ask for justification of the goods and services sought with E-rate discounts.

Further information about the cost effectiveness rule can be found on the SLD website.
