USAC Service Provider Call Notes – December

USAC’s Schools and Libraries Division hosts monthly conference calls, providing information and guidance for service providers participating in E-rate. The monthly call for December was held on the 1st. Here is a brief synopsis of the call.

Funding Waves

Since the November call, USAC approved seven funding waves for FY09 and FY10. For FY2009, USAC is denying Priority 2 funding requests at 76% and below and funding approved requests at 77% and above. The funding threshold is likely to remain at this level for the duration of the FY09 requests.

At the time of the call, USAC issued FY09 waves 72 on 11/10 for $1M, 73 on 11/15 for $13.5M and 74 on 11/24 for $2.3M.

For Funding Year 2010, USAC is currently approving P2 requests at 85% and above. For Funding Year 2010, USAC issued waves 25 on 11/19 for $48.3M, 26 on 11/16 for $83.1M, 27 on 11/23 for $72.7M, and 28 on 12/02 for $109.3M.

Public Notice DA 10-2218

The Office of Management and Budget (OMB) approved the new Form 470 and Form 471. Applicants can move forward with filing the current (old) Form 470 but should not attempt to file any copies of the new Form until it is available on the USAC website. It is expected for the new forms to be available in January, so it is important that old 470s submitted in December are also certified within the same month.

Red Light System

The Red Light System at the SLD is still down. However, red light issues that originate within USAC and not the FCC are still moving forward as planned. Applicants that have been red lighted should continue to adhere to any previous deadlines regardless of whether the statuses are available or not.
