On May 16, 2013, the Federal Communications Commission announced that $450 million will be carried forward from previous funding years into Funding Year 2013.  In its Public Notice, the FCC states that the rollover will “ensure funding is available for all eligible priority one funding requests received from schools and libraries in funding year 2013 in excess of the annual cap.”  In Funding Year 2013, priority one funding requests totaled approximately $2.7 billion, exceeding the annual funding cap by approximately $350 million.
