Common Themes in E-rate: 2024 Responses

As the Filing Window closes each year, it is an important time to review and assess trends from previous funding years to better understand the changing needs and priorities of program participants. In 2024, Funds for Learning conducted the 14th annual E-rate applicant survey. The E-rate Trends Report is based on feedback from over 2,300 schools and libraries. The survey highlights the program’s crucial role in ensuring Internet access across the nation.

Reflecting on the common themes of the E-rate filing window is essential because it helps stakeholders identify recurring challenges, evolving needs, and new priorities across schools and libraries. By analyzing this feedback, program administrators, policymakers, and applicants can make more informed decisions, advocate for necessary program updates, and ensure the E-rate program continues to support equitable access to high-speed internet and essential digital resources.

In the 2024 E-rate Trends Report, Cybersecurity emerged as a top priority, with over 95% of survey participants advocating for the inclusion of network security and management products and services under E-rate funding. This concern aligns with the launch of the FCC’s $200 million Cybersecurity Pilot Program, reflecting the pressing need to protect educational networks.​

Additionally, survey participants expressed concerns about rising costs and the need to expand the list of E-rate-eligible services to meet educational demands, including funding for off-campus hotspots and school bus Wi-Fi. Feedback also suggested the need for a more user-friendly application process, with enhancements to the E-rate Productivity Center (EPC) portal and clearer communication from USAC frequently mentioned as areas for improvement.​

Since the release of the FY2024 Trends Report, progress has been made in addressing these concerns, most notably with the addition of off-campus hotspots to the Eligible Services List in July 2024. This update reflects the program’s continued efforts to adapt to the evolving connectivity needs of students and educators in today’s learning environments. This also demonstrates how important it is to provide feedback on the program.

Overall, the E-rate Trends Report spotlights the program’s critical role in bridging the digital divide and highlights areas to better support the evolving needs of educational institutions.
