Schools and Libraries Corporation Chooses Leaders

Members of the newly constituted Schools and Libraries Corporation chose their leaders at their first meeting Sept. 23.

Kathleen Ouye, chief librarian of the San Mateo Public Library, was designated chairman and Henry Marockie, president of the Council of Chief State School Officers and State School Superintendent for West Virginia, was chosen to be vice chairman.

In addition, Frank Gumper, vice president of federal regulatory planning for Bell Atlantic, took his seat as the service provider representative to the SLC Board.

Among the board's top priorities now is to select a CEO for the SLC. That person will also sit on the SLC board once he or she is hired. The board spent part of its first meeting defining its criteria for the kind of person it would like to hire.

The SLC will be responsible for reviewing applications for e-rate discounts and vendor contracts. Most of the SLC members also serve on the Universal Service Administrative Company, which will be responsible for collecting universal service funds from the contributing service providers and disbursing payments from the fund to the schools and libraries' approved contractors.
