After much deliberation, the Schools and Libraries Corporation announced March 23 that discounts for tariff services will NOT be retroactive to Jan. 1, 1998 unless the services were received under "a binding, written contract signed before its Web site opened on Jan. 30, 1998.
The SLC said that when an applicant decides to accept services at the tariffed rate, it can receive discounts retroactive to when it began receiving the services, but no earlier than the 29th day after its Form 470 application is filed.
