A Week Without a Wave

The Schools and Libraries Division held up a weekly wave of funding commitments Friday Aug. 11, the first time that has happened since it started issuing Year 3 commitments in April, 2000.

Mel Blackwell, spokesman for the Universal Service Administrative Company, said SLD officials do a "careful analysis" of each week's wave before releasing it to "make sure everything is in order." He said SLD President Kate Moore decided to hold up this week's wave because "we want to be very sure on this one."

Blackwell said the waves would resume on Aug. 18, but it was unclear how large that wave would be. Blackwell acknowledged that the vacation schedules of applicant representatives and SLD employees and their subcontractors have tended to slow the process in the past few weeks.
