The Congressional Research Service has prepared a review of the E-rate program's history.

The Congressional Research Service has prepared a review of the E-rate program's history and concluded, "Although most support the concept, the FCC's [Federal Communications Commission's] implementation of the schools and libraries provisions of the 1996 ACT has generated significant and diverse controversy.

The report added, "Concerns focus on: the administrative structure designed to implement the program; the scope and funding level of the program; and the potential for application fraud, waste and abuse."

The report summarizes all the bills that members of Congress have introduced over the past five years to change the program, and the reviews of program operations conducted by the General Accounting Office.
