Notice of Inquiry Published in Federal Register

The FCC's Notice of Inquiry (NOI) that seeks comment on ways to improve the "management, administration, and oversight of the Universal Service Fund" has been published in the Federal Register, establishing the comment period for the NOI. Comments related to the NOI must be submitted on or before November 13, 2008; and reply comments are due by December 15, 2008.

This Notice of Inquiry is in part a response to issues uncovered by the Inspector General's audit program of the four USF programs. Specifically, the FCC is seeking comments about how to:

  • Further strengthen the administration, management, and oversight of the USF,
  • Prevent improper USF payments,
  • Further guard against waste, fraud, and abuse, and
  • Help operate the USF in a more efficient, effective manner
