USAC Schools & Libraries Committee Meeting Notes

On January 27, 2014 the USAC Schools & Libraries Committee held their Quarterly Board Meeting. The Committee discussed the following issues:

  1. The Board approved the 2nd Quarter 2014 Schools and Libraries Support Mechanism Demand Projection for the January 31, 2014 FCC Filing.  There is approximately $600 million that the SLD has identified for possible rollover for future years.  It is unclear whether the FCC will roll the unused dollars into FY 2013, FY 2014 or possibly use the $600 million for their E-rate 2.0 rulemaking in some capacity;
  2. The Board approved five USAC Internal Audit Division (IAD) Beneficiary Audit Reports.  One of the applicants was deemed in compliant, two were generally compliant and two were deemed not compliant and the SLD is seeking to recover disbursed funds from them.  The applicants had either not followed their own state RFP procurement laws or could not supply the auditors with the appropriate competitive bidding documents;
  3. The SLD sent the Program Integrity Assurance (PIA) Procedures to the FCC for approval before the SLD can start reviewing FY 2014 applications;
  4. The Board could not vote on the election of Chair and Vice Chair pending FCC action.
