On September 12, 2016, the Federal Communications Commission released the final Eligible Services List (ESL) for Funding Year 2017, authorizing USAC to open the FY2017 Form 471 filing window no earlier than November 11, 2016. In the FY2017 ESL, the Commission adopted its proposed language changes in the Category One sections. They also provided an Order with a Frequently Asked Questions document regarding new rules dictating how campuses are defined, and when connectivity between buildings is classified as either a Category One or Category Two service. The Commission “specifically decline[d] to address or consider that [they] add services or provide additional clarifications.”
