Your FY2027 Form 470 Hasn’t Changed Much. Here’s How to Get a Head Start.

Good news for applicants: there are no major changes to the Form 470 or the procurement process for Funding Year 2027. If you filed a Form 470 for FY2026, this year should feel very familiar. 

Every E-rate funding year starts the same way, with the FCC Form 470. The form opens the competitive bidding process and tells service providers what equipment and services your school or library needs. 

A new funding year is still the perfect time to review your plans, verify your needs, and make sure your procurement process is ready before the filing window rush begins. 

What Is Form 470? 

Think of Form 470 as your procurement vehicle. 

When you certify a Form 470 in EPC, USAC posts it so interested vendors can review your request and submit proposals. The form starts the competitive bidding process required by E-rate rules. 

After the form is certified, applicants must wait at least 28 days before selecting a service provider, signing a contract, or filing the corresponding Form 471. 

So, What’s Different for FY2027? 

For most applicants, not much. The basic requirements are the same:

What Should Applicants Do First? 

Put your time and energy into planning. 

1. Identify What You Need

Start by reviewing your current contracts and technology plans. Ask questions such as: 

  • Are any internet contracts expiring? 
  • Do you need new switches, wireless equipment, or UPS units? 
  • Are there bandwidth upgrades on the horizon? 
  • Will enrollment growth require additional network capacity? 

The earlier you identify your needs, the more time you’ll have to develop a strong procurement strategy.

2. Review Existing Contracts

Not every service requires a new Form 470 every year. 

If you are already covered by a qualifying multi-year contract, you may not need to rebid that service this year. Review contract expiration dates and extension options carefully before starting a new procurement.

3. Prepare Your RFP Early

If your state, local procurement rules, or E-rate requirements call for a Request for Proposal (RFP), prepare it before filing your Form 470.

A detailed RFP helps vendors understand exactly what you’re seeking and often leads to better, more competitive bids. Any required RFP must be uploaded with the Form 470.

4. File Early

One of the best ways to reduce stress is to start early. 

Because the 28-day waiting period is required, delays at the Form 470 stage can create problems later when you file your Form 471. Filing early gives you more time to: 

  • Receive vendor responses. 
  • Ask follow-up questions. 
  • Complete bid evaluations. 
  • Finalize contracts. 
  • Prepare your funding requests. 

Common Mistakes to Avoid 

Even experienced applicants run into procurement issues. The most common mistakes: 

  • Waiting until the last minute to post a Form 470. 
  • Selecting a vendor before the 28-day waiting period ends. 
  • Failing to keep bid evaluations and procurement records. 
  • Using evaluation criteria where cost is not the highest-weighted factor. 
  • Filing a Form 471 for services that were not properly described in the Form 470 or RFP. 

The Bottom Line 

There are no major Form 470 changes between FY2026 and FY2027. 

  • The 28-day competitive bidding requirement is the same. 
  • RFPs must still be uploaded when required. 
  • Cost must remain the highest-weighted bid evaluation factor. 
  • Start identifying your FY2027 needs now, and file early whenever you can. 

The best strategy for FY2027 isn’t learning a new process. It’s getting a head start on a familiar one. The sooner you begin planning, the smoother your E-rate application season will be.
