E-rate Commitments Per-Student Slightly Lower in FY 2008

The Federal Communications Commission released the Federal-State Universal Service Board’s Monitoring Report on Universal Service. This report provides general information about the telephone industry that has been reported to the Federal Communications Commission  A portion of this report covers the Schools and Libraries Support program, known to most as the E-rate program.

The Federal Communications Commission released the Federal-State Universal Service Board’s Monitoring Report on Universal Service. This report provides general information about the telephone industry that has been reported to the Federal Communications Commission  A portion of this report covers the Schools and Libraries Support program, known to most as the E-rate program.

The report calculates that $46.76 was committed per student for FY 2008 compared to $48.78 for FY 2007.  While all possible commitments for these years have not yet been made, the remaining commitments are not expected to change these amounts dramatically.

Also included in the report are totals committed and disbursed by state and by service provider category. Based on the information provided, the majority of funding disbursed for E-rate discounts is based on Service Provider Invoices (Forms 474) submitted to USAC by vendors. Approximately 56% of disbursements are made based on Service Provider Invoices versus 44% for Billed Entity Applicant Reimbursement Forms.
