USAC Service Provider Webinar Notes – October 2014

 
Historically, USAC’s Schools and Libraries Division has hosted monthly service provider conference calls, providing information and guidance for vendors participating in the E-rate program. In an effort to maximize efficiency, the SLD has developed the conference call into a monthly webinar. Highlights from the October 1, 2014 service provider webinar include:

Invoicing Update: Payments for the month of September totaled $242.27.million against $276.8 million in requests. USAC processed invoices for 1758 service providers and 96% of the invoices were processed within 30 days.

Top Denial Reasons:

  • Duplicate Invoice
  • Total Commitment Paid
  • No SPAC Filed
  • SPIN Not Registered
  • Billed Outside Funding Year

Reminders: October 28, 2014 is the invoice deadline for both FY 2012 and FY 2013.

FY 2015 Form 470 Update: The FY 2015 Form 470 has not yet been approved by the OMB, however, applicants can still use the FY 2014 Form 470 to start their procurement for Tariff, Month-To-Month or Contracted services

Q&A

Question: What are the different ways schools can calculate their discount percentage using NSLP?

Answer: The SLD has an Alternative Discount Mechanism fact sheet for stakeholders to better understand this issue.

Question: During the Spring Service Provider Training it was noted that USAC's target was to have most funding decisions out by October. Can you tell me what percentage of total funding has been completed to date?

Answer: The SLD has released all “workable” FY 2014 applications to date. Based on a Funds For Learning analysis, there are still 2,330 applicants with pending FY 2014 priority one applications totaling $645.8 million.
