ECF Clarification Sought by SHLB Association

On June 4, 2021, Schools, Health & Libraries Broadband Coalition (SHLB) sent a letter to the FCC seeking clarification on Emergency Connectivity Fund (ECF) Order. In the letter, SHLB requests the FCC, “…to swiftly provide additional guidance to applicants to help them prepare for the application window and to help ensure that the program operates smoothly and accomplishes shared objectives.” SHLB seeks clarification on:

  • Impact of School and Library Re-openings on Eligibility
  • Eligibility for Prospective Funding
  • Unmet Need
  • Availability of Service/New Network Construction
  • Eligible Services and Equipment/Cost Allocation
  • Competitive Bidding/Contracting
  • Invoicing
  • CIPA
  • School Bus Wifi
  • Requested Clarification for Library Record keeping Responsibilities
